Policy & Finance Committee

Terms and references:

  • To exercise collective responsibility for financial matters concerning the Town Council.
  • To reconcile the budget collectively, and to determine the overall effect of the budget on Council finances to ensure general reserves remain at appropriate levels for corporate governance.
  • To ensure that committees keep within their delegated budgets.
  • To approve Heads of Terms for all leases
  • To make any recommendations to the Town Council on the spending of reserves and balances.
  • To have delegated authority for the adoption of the year end accounts and Annual Report.
  • To receive minutes and approve resolutions of the Personnel Sub Committee that deals with all staffing matters.
  • To take collective responsibility for the risk management of the Town Council.
  • To monitor the Council’s actions in relation to financial regulations
  • To ensure contracts and quotations are appropriate dealt with under the Councils financial regulations.
  • To approve the appointment, conditions of service, and salaries and benefits of all staff, through the work of the Personnel Sub Committee.
  • To manage the Town Regeneration Budget, determine projects are suitable capital projects for this budget, and to consult on such projects with the relevant parties.
  • To monitor performance against VFM criteria
  • To oversee the work of the Health and Safety Sub Committee. 
  • To act as the Town Council’s Corporate Governance Committee.
  • To ensure compliance with statory requirements.
  • To determine internal and external audit matters.
  • To review and make recommendations on Standing Orders and Financial Regulations.
  • To ensure Committees set and review objectives and targets which fit in with the overall vision of the Town Council, and Town Council objectives.
  • To manage the Council’s Bad Debts.
  • To review and regulate the Town Council’s Policies.
  • To review existing services for functionality, value for money, and public demand, and to consult with the public on these issues.
  • To assist the Town Council in formulating a vision of the future, and in setting short term objectives for the Town Council to reach that vision.
  • To undertake overview and scrutiny of the functions of all the Town Council Committees excluding the Policy and Finance Committee itself, and the Town Council as a whole in order to scrutinize activities and how committees carry out their functions to determine best practice for the Council.  The review of the Policy and Finance Committee is to be undertaken by Full Council.

Personnel sub-committee

Reporting to the Finance Committee.

  • Terms and conditions of employment for all employees.
  • Liaison with Union(s).
  • Pensions.
  • Health and Safety at Work Regulations.
  • Grievances.
  • Disciplinary matters. 

This Sub-Committee should meet as and when required and at least annually to agree the annual pay rise.
